I'm looking to create a new FTO program within our Jail Facility and I'm interested to see if anyone has a format they would be willing to share. One of the biggest roadblocks I see is how to incentivize good officers to want to be FTO's and then how are they, ultimately, utilized. If anyone has anything they would be willing to share, it would be greatly appreciated.
