How to address drug-soaked "laced paper" in jail mail?

I apologize if this has already been addressed, but I'm looking for policy-level best practices for handling inmates trafficking drugs via drug-soaked/laced paper (letters, drawings, pages, etc.).

We discovered a wild operation this week, which involved inmates' family/friends on the outside going to local bookstores, stealing random books, and lacing them with spray-on K2. Then, they "returned" these books to a local bookstore and asked that they be shipped to our facility.

K2, as we know, is difficult to identify, but our clerical staff confirmed an uptick in the acceptance of books for inmates, from an average of 20 books a day before the holidays to just over 50 a day in January.

My questions for everyone are what has actually helped at your facility: mail policy changes (copy-only/digital mail), screening practices, staff PPE/training, evidence handling, discipline/prosecution, and medical response protocols? Also, I'm curious what you tried that didn't work.

Thank you for your time. I appreciate any insight!
